No appointive member of the Board shall be employed by the Borough, nor shall he be a member of any local, state or national committee of a political party or any official or member of a committee in any partisan club or organization, nor shall he hold or be a candidate for any elective office.

A.
The appointive members of the Board shall serve for the terms as follows: One Councilmember to serve a three-year term, One Councilmember to serve a two-year term and One Alternate Councilmember to serve a three-year term.
B.
The Borough Administrator shall serve a term of one year.
C.
Vacancies occurring during a term shall be filled for the balance of the term.

Members of the Board shall serve without compensation.
The Board shall elect its own Chairman and establish its own procedure regarding the conduct of meetings.

The Board shall:
A.
Advise the Mayor and Council on matters of personnel policy. It shall draft, in consultation with the Mayor and Council, such policies as may be necessary to carry out the provisions of Chapter 49. These policies shall be submitted to the Mayor and Council for approval. After approval, following a public hearing, the policies shall have the force and effect of law. Amendments to the policies shall be made in accordance with the above procedure. Notification of public hearings will be given to all Borough employees and posted on the Borough Hall bulletin board.
B.
Represent the public interest in the improvement of personnel administration in the Borough service.
C.
Make any inquiry which it may consider desirable concerning personnel administration in the Borough service and make recommendations to the Mayor and Council with respect thereto.
D.
Provide job evaluation forms.
F.
Make an analysis of the duties and responsibilities of all positions in the Borough and recommend to the Mayor and Council a job classification or duty changes.
G.
At the request of Mayor and Council, hear and make recommendations on grievances.
