The Town Manager, or their designee, is authorized to establish and periodically adjust a base charge for public use of municipal electric vehicle charging equipment. Such charge shall reflect the current market rate for electricity, as determined by the Town's electric utility provider or contracted electricity supplier, and may be set or adjusted on an hourly, daily, weekly, monthly, or annual basis as fairness and practicality dictate. In determining the appropriate rate and frequency of adjustment, the Town Manager or their designee may consider factors including, but not limited to, electricity price fluctuations, user demand, and comparable regional rates.

A.
In addition to the base charge set forth in § 168-47, the rate charged for use of municipal EV charging stations shall include:
(1)
A cost recovery charge of $0.10 per kilowatt-hour ($0.10/kWh) to support recovery of infrastructure, maintenance, administrative, and capital costs incurred by the Town.
(2)
The $0.10/kWh cost recovery charge shall remain in effect until December 31, 2026 and be adjusted annually thereafter based on the percentage change in the Consumer Price Index for All Urban Consumers (CPI-U), as published by the U.S. Bureau of Labor Statistics, provided that the Town Council may modify the cost recovery charge by resolution at any time, based on updated cost analyses or policy considerations.
To encourage electric vehicle owners to relocate their vehicle after charging, the Town Manager or their designee may charge an additional fee of $10 per hour beginning after the second hour of connection, regardless of whether active charging continues. Such charge shall be prorated in 15 minute increments and is intended to increase station availability for other users.
