The Isham Garage and the Memorial Garage.
THE DISTRICT
The West Hartford Center Special Services District established pursuant to Chapter 161, Article XI, of the West Hartford Code of Ordinances. This article shall survive the dissolution of the District and, in the event the District is dissolved, all references to the District herein shall be interpreted to refer to the properties located within the boundaries of the District established pursuant to § 161-22 of the West Hartford Code of Ordinances.
A. 
The Town Council shall establish by resolution parking rates for the garages, provided that existing parking rates at the time of the adoption of this article shall remain in effect until such time as rates are established by resolution. In establishing such rates, the Town Council shall consider factors including, but not limited to, i) the costs of maintaining and operating the garages, and ii) the need to establish competitive rates that encourage their use in order to reduce the need for on street parking. The garages shall be open for public parking during prescribed hours set by the Town Manager or their designee. Hourly, daily, weekly and monthly public parking shall be offered in the garages. The Town Manager shall work with the property owners in the District to provide public parking during hours sufficient to accommodate ongoing operations and employees, patrons, and other invites of the business and residential uses within the District in accordance with SDD #113 and the Master Agreement.
B. 
Parking spaces within the garages shall be made available to the public on equal terms, and no individual or group shall receive preferential access, rates, or privileges for parking, except as follows:
(1) 
Parking within the garages shall be subject to the generally applicable rules established by the Town Manager, or their designee, for the use of the garages by the public at large, which rules shall be enforced in a fair and non-discriminatory manner.
(2) 
The Town shall offer parking to all parties on equal terms and shall not grant any additional special parking rights to any party, provided that this article is subject to any agreements entered into by the Town and any party prior to its adoption.
(3) 
Designated parking spaces may be provided for persons with disabilities, as required under the Americans with Disabilities Act (ADA).[1]

(4) 
Designated parking spaces may be provided for fuel efficient or electric vehicles.
(5) 
Designated parking spaces may be provided for public safety, emergency vehicles, or municipal employees while on official duty.
(6) 
The Town Manager, or their designee, may make adjustments for special events, construction, or maintenance, provided adequate notice is given to the public.
(7) 
Free parking may be provided for persons using municipal facilities, including but not limited to the Town Hall and the Noah Webster Library.
(8) 
Discounted parking may be provided to municipal employees.
(9) 
The Town Manager, or their designee, shall have the power to allocate and assign monthly and long-term parking spaces within the garages as deemed necessary to ensure the efficient management and operation of the garages.
