(A)
It is unlawful for any person or persons to intentionally impede or interfere with any police officer, firefighter or any other city official in the performance of his or her duty or emergency functions as a firefighter, police officer or city official.
(B)
It is a defense to prosecution under this section that the hindrance, obstruction, resistance or interference alleged consisted of constitutionally protected speech only.
