The state traffic laws regulating the speed of vehicles shall be applicable upon all streets within this city, except as this title, as authorized by state law, declares and determines.

It is unlawful for any person to drive a vehicle upon any of the streets or alleys of this city in excess of the speeds set forth as follows:
(A) 
Twenty miles per hour in any business district, unless otherwise posted;
(B) 
Thirty miles per hour in any residence district, unless otherwise posted;
(C) 
In any designated school zone, except on state highways, 30 miles per hour unless otherwise determined by ordinance and so posted along the streets, but such posted speed limit shall not be less than 20 miles per hour pursuant to IC 9-21-5-6.
