No person shall operate or participate in any parade on any street unless a permit for such parade has been obtained from the Mayor or Chief of Police. Any person violating this section is guilty of an offense, and upon conviction shall be subject to the provisions of Chapter 1.15 AMC.

(A) 
Advertising on Public Property. No person shall post, write or print any advertisement, bill, placard, notice or other advertising medium upon any public building, fence, water hydrant or other structure belonging to the city, or upon the sidewalk or utility pole.
(B) 
Advertising on The Mound. No person shall place, or cause or permit to be placed, upon the certain area known as "The Mound," located at the intersection of Wayne Street and Maumee Street in the city, any sign, banner, pennant, placard, poster or other advertising device.

No person shall damage, deface or interfere with any street, sidewalk, alley, bridge, or public place or any part or substance thereof, or with any street sign, street marking, lamp post, signal, danger lamp or street barrier.

The person owning or occupying any lot bordering on any street shall keep the sidewalks adjoining such lot free and clear from all obstructions, and from weeds, rubbish and accumulations of ice and snow. Snow shall be removed from the sidewalks within 12 hours after any snowfall.

No person shall permit any cellar door or grating in any sidewalk or street to remain open after sunset, or shall permit any sidewalk in front of his premises to become or remain out of repair, so as to inconvenience or endanger the life or limb of pedestrians.

No person shall, on any street, alley or sidewalk, play at ball or engage in any sports, exercise or amusement likely to impede travel, injure or embarrass any person on foot or in vehicles, or to destroy or injure any private or public property.

(A) 
Sidewalks are required within the city limits and shall be constructed or rebuilt in accordance with AMC § 18.160.350.
(B) 
Standards and grades approved by the Common Council shall be on file with the Clerk-Treasurer of the city.
(C) 
When a new building or structure is erected or built within the corporate limits, sidewalks shall also be constructed. If sidewalks exist on adjoining property, the new sidewalks shall form a continuous surface and will abut, touch or be otherwise contiguous. If sidewalks do not exist on adjoining property, the new sidewalk shall extend from property line to property line. This applies equally to lots. If inclement weather prohibits timely installation, the owner or developer shall complete the sidewalk as soon as weather allows.
(D) 
All property abutting public ways of the city shall keep their respective sidewalks in good repair and safe condition.

The solicitation of donations of money from motorists, including drivers or passengers in any vehicle, that are stopped or yielding at any stop or yield intersection is prohibited excepting the following: solicitation of money for charitable purposes from motorists, including drivers and passengers, who are stopped or yielding at the north, east, south, and west entry (not exit) to the traffic roundabout at the intersections of Wayne Street and Maumee Street is permitted if:
(A) 
The solicitors represent a charitable group that is qualified by the Internal Revenue Service to receive tax-deductible charitable contributions and that status is proved by documentary evidence to the head of the Department of Economic Development and Planning who shall review said credentials prior to any solicitation activity;
(B) 
Solicitors have adequate signage identifying their organization that is legible to passing motorists, which signage shall be approved by the head of the Department of Economic Development and Planning;
(C) 
Only persons 18 years of age or older are allowed to solicit funds and only two such persons per intersection are allowed at the same time;
(D) 
Solicitors shall at all times wear a reflective safety vest which shall be approved, but not supplied, by the head of the Department of Economic Development and Planning;
(E) 
Solicitors shall execute a release of liability releasing the city from any liability arising out of their solicitation activity and holding the city harmless for any personal or property damage they cause;
(F) 
Solicitation is permitted only one time per year per charitable organization; and
(G) 
Solicitation is permitted only between the hours of 9:00 a.m. and 12:00 p.m. on a Saturday.
