The Chief of the Fire Department, together with not more than four of his or her assistants, are empowered and authorized at all reasonable hours, after having given 24 hours' notice of their intention to do so, to enter into, survey and examine all buildings, dwellings, outhouses, lots and yards in the city, and to survey and inspect all places where fire is used or is liable to occur for the purpose of enabling the Fire Department to become acquainted with the general plan of construction of any such building and its surroundings, and for the further purpose of enabling the Fire Chief to make recommendations to prevent the occurrence or lessen the hazard of fire in such buildings.

The city hereby adopts by reference IC 36-7-9-1 through 36-7-9-28 as it regards dangerous buildings as if set forth at length herein and further designates the Building Department for the administration and enforcement of said provisions and the definition of "substantial property interest" as defined in IC 36-7-9-2 is hereby incorporated by reference.

(A) 
Permit Required. No person shall move or raze any building or structure of any kind without a permit issued by the Building Commissioner.
(B) 
Application and Deposit Required. The applicant for a permit shall submit an application to the Building Commissioner for approval. Upon payment of the permit fee, as periodically set by the Common Council, shall deposit $800.00 with the Clerk-Treasurer, which will be refunded upon satisfactory completion of the move or raze as determined by the Building Commissioner. If the move or raze is not completed satisfactorily, all or part of the deposit may be retained by the city.

(A) 
Compliance Required. No person shall construct or install any capital improvement except in accordance with the provisions of capital improvement construction guides as set forth in resolutions of the Common Council which have been or may be hereafter adopted by the Common Council.
(B) 
Violations. Any person who shall violate this section shall be guilty of an infraction and shall be fined in an amount not exceeding the limit provided by statute, and any such violation is declared to be a public nuisance.

Any person violating any provision of this chapter shall be subject to the penalty as stated in Chapter 1.15 AMC.

(A) 
Minimum Requirements.
(1) 
Every house, residence, apartment, and business within the incorporated city limits shall have a number identifying the location. These numbers are herein referred to as street address numbers for all structures subject to this title, Buildings and Construction.
(2) 
All street number signs shall not obstruct any roadway and shall be clearly visible from the edge of the roadway and a maximum of six feet above the roadway on the same side as the residence and visible from roadway at night.
(3) 
All street address numbers shall be of a color which, when viewed from the roadway in a vehicle, can be seen easily. The numbers shall be of a color contrasting with the background surface color upon which they are mounted.
(4) 
Address numbers shall be provided in additional appropriate locations to facilitate emergency response.
(5) 
There shall be no obstructions to prevent the street address numbers from being seen as noted herein.
(6) 
All street address numbers shall be a minimum of four inches high with a minimum stroke width of one-half inch.
(7) 
Address numbers shall be maintained.
(B) 
Enforcement. This section may be enforced by the City of Angola Police Department or City of Angola Building Safety Department.
