The Chief of the Fire Department, together with not more than four of his or her assistants, are empowered and authorized at all reasonable hours, after having given 24 hours' notice of their intention to do so, to enter into, survey and examine all buildings, dwellings, outhouses, lots and yards in the city, and to survey and inspect all places where fire is used or is liable to occur for the purpose of enabling the Fire Department to become acquainted with the general plan of construction of any such building and its surroundings, and for the further purpose of enabling the Fire Chief to make recommendations to prevent the occurrence or lessen the hazard of fire in such buildings.
