The R4 (multiple-family residential) district is intended to be used as follows:
(A) Use Type and Intensity.
(1) Single-family attached homes in the form of duplexes and triplexes.
(2) Small to medium sized lots.
(3) One primary structure per lot.
(B) Application of District.
(1) Existing and new development.
(2) Spot zoning or small pockets of development (a couple of contiguous lots).
(3) Use very sparingly for the conversion of single-family dwellings.
(C) Development Standards.
(1) Recognize that multiple-family developments require stringent standards to protect the quality of life for tenants and surrounding land uses.
(D) Appropriate adjacent districts: PR, AG, R1, R2, R3, R4, R5, TR, LR, MH, UV, IS, NC, DC, and C1.
(E) Plan Commission.
(1) Should use this district for existing developments and carefully for new development within the City of Angola.
(F) Board of Zoning Appeals.
(1) Allow special exception use only when it clearly complements the residential nature of the district.
