The citizens of the city of North Bend, Washington, are hereby granted the powers of initiative and referendum as provided for in RCW 35A.11.080 as now in effect or as hereafter amended. Pursuant to RCW 35A.11.100, these powers shall be exercised in the manner set forth in RCW 35.17.240 through 35.17.360 as now in effect or as hereafter amended.
