There is created the department of emergency services. The purpose of said department shall be to formulate such rules and regulations as are necessary to help the city prepare for and deal with an emergency or disaster of the magnitude referred to in the preamble of the ordinance codified in this chapter.

There is created the position of the director of the emergency services department, who shall be the city administrator unless otherwise appointed by the mayor and confirmed by a majority of the city council. The director shall be directly responsible to the mayor and shall be responsible for the organization, administration, and operation of emergency services within the city. The director shall prepare and maintain an emergency services plan as necessary to prepare the city to deal with an emergency or disaster. Any rules or regulations so promulgated shall be approved by the mayor prior to their effective date.

A certified copy of the ordinance codified in this chapter shall be sent to the director of the Washington State Emergency Services Council and the director of the emergency services department shall coordinate his efforts with that of the director of the Washington State Emergency Services Council.
