The council hereby adopts King County's Proposed Comprehensive Solid Waste Management Plan, dated July, 1990, as amended by Attachment A as recommended by the Solid Waste Interlocal Forum through Resolution No. 89-005.

Pursuant to RCW 70.95.160, the council reserves the right to franchise and otherwise regulate haulers of solid waste in the city, including to establish minimum levels and types of service and recycling collection rates for solid waste handling in the city, consistent with the objectives of state law and the solid waste management plan.
