There shall be established a committee to be known as the parks and recreation committee which shall consist of seven members who shall serve terms of three years. The city and borough administrator or his designee shall be an ex officio member of this committee. All committee members shall be appointed by the assembly and the first parks and recreation committee members shall be appointed and serve terms as follows:
A. 
Four committeemen for a term of three years;
B. 
Three committeemen for a term of two years.

Members of the parks and recreation committee shall not receive compensation for services performed as committeemen.

In the event of a vacancy on the committee caused by death, resignation, inability to serve, or any other reason, before the expiration of the term of any member, the assembly shall appoint some person to fill such vacancy for the unexpired term. At the time of vacancy the assembly shall give three days’ public notice that there is a vacancy on the committee and that interested persons may inform the assembly of their willingness to serve. The assembly is not, however, limited to those applying when appointing members. The parks and recreation committee shall have the power to suggest people to fill the vacancy and shall have the right to make recommendations for and against a person nominated to the position.

The committee shall organize itself by electing a chairman and secretary and shall schedule meetings as required, but in no event shall meetings be held less than every quarter. Minutes of all meetings shall be furnished to the office of the administrator.

The parks and recreation committee shall:
A. 
Study and make recommendation to the assembly, through the administrator, regarding the needs or renovations necessary to existing parks and recreational areas or facilities;
B. 
Investigate sites and make recommendation to the assembly, through the administrator, for new park and recreational facilities, or areas which they deem necessary and/or desirable for such purposes;
C. 
Promote interest in recreational resources; investigate all recreational facilities, sites and programs in the municipality to assure that they are being utilized to the maximum extent possible; and assist in locating facilities or space for various recreational activities;
D. 
Make recommendations on all parks and recreation considerations to come before the assembly.
