It shall be unlawful for any person, firm or corporation to dump garbage, rubbish, ashes or other refuse upon any private property located within the Township of Marshall or to permit the same to accumulate thereon.

Whenever the authorities of the Township shall determine that garbage, rubbish, ashes or other refuse has been dumped upon or has been permitted to accumulate upon private property in the Township of Marshall, after notice to the owner thereof, given by registered mail to the last known address of such owner, to remove the same within five days, if such garbage, rubbish, ashes or other refuse has not been so removed, the Township authorities are hereby empowered to remove the same and to proceed against said owner for the cost of said removal.

Any person, firm or corporation who or which shall permit garbage, rubbish, ashes or other refuse to accumulate upon the premises owned or occupied by him or it for a period of more than five days at any time and any person, firm or corporation who or which shall violate the provisions of this Chapter shall, on conviction thereof before any District Justice, be subject to a fine of not more than $600, plus costs of prosecution, for each violation and, in default of payment of such fine and costs, shall be committed to the Allegheny County Jail for a period of not more than 30 days.
