Though the sheriff's department will not offer its services for marine salvage and rescue unless private salvagers are not able or willing to render assistance, the sheriff's department may undertake rescue and salvage operations when private individuals cannot or will not undertake the same, and charge the persons assisted for the cost of such service, which shall be determined by the sheriff after considering the amount of time required by personnel of his/her department and the rate paid such personnel for that time, the operating cost incurred in rendering assistance and the cost of repairs or replacement of equipment accruing by reason of such service.
