A. "City Administrator"
means a person appointed by the City Council to the position of City Administrator or his or her designee, or the City Recorder in the absence of the City Administrator.
B. "Nonresidential property"
means a parcel of real property or contiguous parcels under common control, used for other than residential purposes.
D. "Person in charge of property"
means an agent, occupant, lessee, contract purchaser or other person having possession or control of property or the supervision of any construction project.
E. "Person responsible"
means the person responsible for abating a nuisance and shall include:
F. "Public place"
means a building, way, place or accommodation, whether defined publicly or privately, owned, open and available to the general public.
G. Unoccupied Building.
A building is unoccupied when there are no human beings in the building who have a lawful right to be therein. However, an unoccupied building does not include:
