A. 
The city traffic engineer is authorized by the city council, subject to city council notification, to determine the location of no stopping zones and no parking areas and shall maintain appropriate signs or markings indicating the same and stating the hours during which the provisions of this chapter and the Vehicle Code are applicable.
B. 
No stopping zones and no parking areas shall be indicated by red paint upon the top of all curbs in such zones and areas or by signing.

A. 
No person shall park, leave standing, or store upon any publicly maintained highway, street, alley or other place open for vehicular travel any vehicle, as defined in Section 670 of the California Vehicle Code, for more than 72 consecutive hours. Any such vehicle shall be considered to be parked, left standing, or stored in violation of this section if it has not been moved more than one-quarter of a mile (1,320 feet) within the immediately previous 72-consecutive-hour period. A vehicle may be found to be in violation of this section whether occupied or not.
B. 
In the event any vehicle described in this section is found to be in violation of this code, such vehicle may be removed as provided in California Vehicle Code Section 22651 or any successor statute.

A. 
No person shall park, leave standing, or store upon any publicly maintained highway, street, alley or other place open for vehicular travel any mobile billboard advertising display, as defined in California Vehicle Code Section 390.5 or a successor statute, for more than one hour (60 minutes). Any such vehicle shall be considered to be parked, left standing, or stored in violation of this section if it has not been moved more than one mile away after having been parked, standing or stored in one location for up to a one-hour period.
B. 
No person shall park, leave standing, or store upon any publicly maintained highway, street, alley or other place open for vehicular travel any mobile billboard advertising display, as defined in California Vehicle Code Section 390.5 or a successor statute, for any period of time unless it is continuously attached to a fully licensed and operable motor vehicle, as defined in California Vehicle Code Section 415 or a successor statute, that is capable of pulling, pushing or carrying the mobile billboard to another destination.
C. 
No person shall post, attach or leave any advertising sign on a motor vehicle, as defined in California Vehicle Code Section 415 or a successor statute, parked or left standing on any public street for more than one hour (60 minutes). Any such advertising posted, attached to, or left on a motor vehicle shall be in violation of this section if the motor vehicle has not been moved more than one mile away after having been parked, standing or stored in one location for up to a one-hour period.

City and police department employees designated in writing by the city manager and/or the police chief, as applicable, are hereby authorized to remove vehicles and mobile advertising displays illegally parked, left standing or stored on public streets, highways, off-street parking facilities and handicapped parking spaces, or advertising signs illegally posted, attached or left on motor vehicles parked or left standing on a public street, in accordance with the applicable provisions of California Vehicle Code Sections 22651, 22651.3 and 22652 or any successor statutes.

A. 
Whenever any off-street vehicle parking space is assigned for the exclusive use of the occupants or patrons of a particular building, business, facility or establishment ("establishment"), and at, in or near the restricted parking space there is a legible sign stating either that the parking space is exclusively assigned, or that parking is prohibited, or both, a person, other than the person(s) for whose use the parking space is restricted, shall not park any vehicle in that restricted parking space, except with the permission of the person, or a representative of the establishment, to whom the parking space is assigned.
B. 
A person shall not park a vehicle, whether attended or unattended, in any private driveway or upon any public or private property, except a highway or public street, without the permission of the owner or person in lawful possession of the driveway or property where the vehicle is parked. This subsection does not authorize or prevent any action that is expressly authorized or prohibited by the Vehicle Code of the state of California or any other federal, state or local law.
C. 
Any vehicle that is parked in violation of the provisions of this section may be removed, or caused to be removed, by the owner or person in lawful possession of the property, or portion thereof where the vehicle is parked; provided, that a legible sign is posted in plain view. The required sign shall be at least 17 inches by 22 inches in size, with lettering at least one inch in height, containing the telephone number of the San Bernardino County sheriff's department, Highland Station, and stating that public parking is prohibited, or that the use of the parking area is restricted, and that any vehicles parked in violation of this section will be removed at the expense of the owner of the vehicle.
D. 
Prior and subsequent to causing the removal of a vehicle pursuant to subsection C of this section, the person causing the removal of the vehicle shall comply with the requirements of Section 22658 of the Vehicle Code of the state of California, including, but not limited to, notifying the San Bernardino County sheriff's department, Highland Station, within one hour prior to causing the vehicle to be removed from the property.
E. 
Notwithstanding any other provision of this code, a violation of this section may result in the issuance of an administrative citation, where the fines and penalties shall be assessed in accordance with HMC § 2.56.110.
