A. 
The city council of the city of Enumclaw, King County, Washington, does hereby adopt by reference King County Code Chapter 11.04, Animal Care and Control, and any future amendments and/or modifications thereto.
B. 
The city clerk shall maintain a copy of King County Code Chapter 11.04 and make available to the public at all times during business hours.

A. 
It is unlawful for the owner or person having charge, care, custody, control or keeping of any dog, cat, cow, calf, horse, colt, mule, sheep, goat or pig or other pet or livestock to run at large within the limits of the city. All dogs, cats and other pets are confined to the owner's premises or the owner is required to keep the dog, cat or other pet on leash or within the control of the owner or the keeper. The owner or keeper shall be deemed to have control of the dog, cat or other pet if it is within 10 feet of the owner or keeper or if it is confined in a container for transportation, or in a transportation vehicle.
B. 
Any owner or keeper charged with having the responsibility for any pet or livestock found running at large shall be strictly liable for the violation of this section as set forth in EMC § 9.00.030, regardless of the precautions taken to prevent the escape of the pet or livestock and regardless of whether or not they know that the pet or livestock is at large. Each occasion where the pet or livestock is found in violation of this section shall be a separate offense.
