A. 
The purpose and intent of this chapter is to ensure that new construction incorporates the space required for on-site storage of recyclables prior to the pick-up and removal by haulers by (1) establishing mandatory minimum recyclable storage space requirements for multifamily residential and nonresidential projects, and (2) providing location and design guidelines which will assist the applicant in the development of such storage spaces without unduly limiting creative solutions.
B. 
This chapter shall be directed to all new construction and, therefore, existing buildings shall not be required to comply with the following provisions.

All new residential and nonresidential development shall provide storage space and collection points for recyclables, except as follows:
A. 
Single-family homes;
B. 
Exceptions may be allowed when it can be shown that the development will be served by some alternative city-approved recycling collection system, such as curbside pick-up at a townhouse or small-scale apartment developments. All exception requests shall be submitted, reviewed and determined by the administrator.

All multifamily residential and nonresidential building permits for applicable new construction shall include proper identification of the recyclables storage space on the site plan or a separate sheet. The drawing shall properly identify the location and dimensions of the storage space as well as elevations to show architectural consistency with the primary building(s). All recyclables storage areas shall be reviewed by the administrator in conjunction with the review of the primary structure(s).

A. 
Storage space for multifamily residential use shall be provided at the rate of one and one-half square feet per dwelling unit, except when the development is subject to a city-sponsored or approved direct collection program.
B. 
The location for recycling storage space shall be as follows:
1. 
The required storage area shall be dispersed in collection points throughout the site when a residential development comprises more than one building.
2. 
There shall be one collection point for every 30 dwelling units. No dwelling unit within the development shall be more than 200 feet from a collection point.
3. 
Collection points shall be located in a manner so that hauling trucks do not obstruct pedestrian or vehicle traffic on-site, or project into any public right-of-way.

A. 
Storage space for nonresidential uses shall be provided at the following rates:
1. 
Two square feet per every 1,000 square feet of building gross floor area in office, educational and institution developments;
2. 
Three square feet per every 1,000 square feet of building gross floor area in manufacturing and other unspecified nonresidential development;
3. 
Five square feet per every 1,000 square feet of building gross floor area in retail development.
B. 
The location for nonresidential recycling storage space shall be apportioned and located in collection points as follows:
1. 
Storage space may be allocated to a centralized collection point;
2. 
Outdoor collection points shall not be located in any required setback area;
3. 
Collection points shall be located in a manner so that hauling trucks do not obstruct pedestrian or vehicle traffic on-site or projected into any public right-of-way.

A. 
All collection points shall be designed as follows:
1. 
Dimensions of the collection point shall be of sufficient width and depth to enclose containers for recyclables.
2. 
Architectural design of any structure enclosing an outdoor collection point shall be consistent with the design of the primary structure(s) on the site.
3. 
Collection points shall be identified by signs not to exceed two square feet.
4. 
A six-foot wall or fence shall enclose any outdoor collection point, excluding collection points located in industrial developments that are greater than 100 feet from any residentially zoned property.
5. 
Access to collection points may be limited, except during regular business hours and/or specified collection hours.
6. 
Enclosures for outdoor collection points and buildings used primarily to contain a collection point shall have gate openings at least 12 feet wide in order to accompany haulers. In addition, the gate opening for any building or other roofed structure used primarily as a collection point shall have a vertical clearance of at least 12 feet.
7. 
Weather protection of recyclables shall be ensured by using weatherproof containers or by providing a roof over the storage area.
8. 
Collection points shall be located in a manner so that hauling trucks do not obstruct pedestrian or vehicle traffic on site, or project into any public right-of-way.
9. 
Recyclables storage points should be designed so as to accommodate both recyclables and garbage at the same location.
10. 
Recycle storage points shall be landscaped in such a manner so as to lessen aesthetic impacts and encourage landscape consistency. All storage points shall be reviewed by the administrator in conjunction with the primary structures.
B. 
All collection points shall be properly maintained and kept clear of all loose debris and/or garbage.
