A. 
Membership. The Plan Commission shall consist of the Mayor, who shall be the Chairman, one Alderperson, the Chairman of the Park and Recreation Commission, and four citizen members of recognized experience and qualifications. The citizen members shall be appointed by the Mayor, subject to confirmation by the Council, for staggered three-year terms. The Alderperson member shall be elected by the Council for a one-year term. Terms commence May 1 except for the Mayor, the Alderperson member and the Chairman of the Park and Recreation Commission who serve commensurate with the office they hold.
B. 
Powers and duties. The Plan Commission shall have the powers and duties prescribed in § 62.23, Wis. Stats., and such other powers and duties as shall be vested in the Commission, from time to time, by the Council.

A. 
Membership.
(1) 
The membership shall consist of five members, appointed by the Mayor. Two members shall be Alderpersons and three members shall be citizen members. The two Alderperson appointments shall be appointed annually by the Mayor at the annual organizational meeting. The three citizen members shall be appointed by the Mayor, subject to confirmation by the Common Council, for staggered three-year terms, commencing May 1st of each year. If a vacancy occurs, the member shall be appointed by the Mayor, subject to confirmation by the Common Council, to complete the term.
(2) 
Two alternate citizen members shall be appointed by the Mayor, subject to confirmation by the Common Council, for staggered three-year terms, commencing May 1st of each year. The alternate citizen members shall act only when a regular member is absent or refuses to vote because of interest. If a vacancy occurs, the member shall be appointed by the Mayor, subject to confirmation by the Common Council, to complete the term.
(3) 
The Building Inspector shall attend meetings, upon request, to provide technical assistance as requested by the Board.
B. 
Officers.
(1) 
Chairman. The Mayor shall designate the Chairman of the Board.
(2) 
Secretary. The City Clerk or his/her designee shall serve as Secretary to the Board.
C. 
Powers and duties. The Board shall have the powers and duties prescribed in § 62.23(7)(e), Wis. Stats.
A. 
Membership. The Board of Review shall consist of the Mayor, the City Clerk, and the members of the Council. The City Assessor shall attend all meetings of the Board.

B. 
Powers and duties. The Board shall have the powers and duties prescribed in § 70.47, Wis. Stats.
C. 
Confidentiality of information. Any information provided by a taxpayer about income and expenses to the Assessor under § 70.47(7)(af), Wis. Stats., shall be confidential information and is not subject to inspection and copying under § 19.35(1), Wis. Stats., unless ordered by a court of competent jurisdiction. Said information may be revealed to and used by persons in the discharge of duties imposed by law; in the discharge of duties imposed by office, including but not limited to use by the Assessor in performance of official duties of the Assessor's office and use by the Board of Review in performance of its official duties; or pursuant to order of a court.

Membership. The membership shall consist of five citizen members, appointed by the Mayor. The five citizen members shall be appointed by the Mayor, subject to confirmation by the Common Council, for staggered five-year terms, commencing May 1st of each year. If a vacancy occurs, the member shall be appointed by the Mayor, subject to confirmation by the Common Council, to complete the term.
B. 
Powers and duties. The Commission shall have the powers and duties prescribed in § 62.13, Wis. Stats., excepting § 62.13(6).
A. 
The members of the Police and Fire Commission shall serve as the Emergency Medical Services Commission.
B. 
Powers and duties. The Commission shall appoint the EMS Coordinator and Assistant Coordinator and shall establish rules and regulations for the operation of the service, subject to the approval of the Council, and shall have the powers and duties prescribed in § 62.13(5), Wis. Stats.

A. 
Membership. The membership shall consist of seven members, appointed by the Mayor. Four members shall be Alderpersons and three citizen members. The four Alderperson appointments shall be appointed annually by the Mayor at the annual organizational meeting. The three citizen members shall be appointed by the Mayor, subject to confirmation by the Common Council, for staggered five-year terms, commencing October 1st of each year. If a vacancy occurs, the member shall be appointed by the Mayor, subject to confirmation by the Common Council, to complete the term.
B. 
Powers and duties. The Commission shall be responsible for managing the Water and Wastewater Utilities in accordance to polices as established below and in accordance to the provisions of § 66.0805, Wis. Stats. (See also Chapter 355, Sewers and Water, of this Code.) The following is a non-exhaustive list of the powers and duties of the Utility Commission:
(1) 
Provide recommendations to the Common Council for the expansion, repair, and maintenance of the sanitary sewer system and water system under City of Mayville jurisdiction as approved in the City budget and capital projects plan and coordinated with the City Administrator.
(2) 
Ensure all projects under its jurisdiction have an identified funding source in compliance with the adopted budget and capital improvement plan. Monitor the budget and capital improvement plan during the fiscal year and recommend the budget and capital improvement plan for the upcoming fiscal year. The Commission shall have the authority to authorize projects to give immediate relief and special projects not anticipated with funding using the Utility contingency/reserve fund. Any expenditure shall be immediately reported to the City Administrator.
(3) 
Coordinate with City Administrator on compensation for Utility employees under the City compensation plan on a annual basis.
(4) 
Encourage and oversee quality standards for the sanitary sewer system, and water system of the City and develop procedures to ensure those standards.
(5) 
Foster and promote the development and utilization of improved methods affecting the sewer system sanitary system and water system.
(6) 
Respond, when requested, to citizen interests or inquiries associated with the sanitary sewer system, and water system of the City. This shall include the right and responsibility to hear and investigate any complaints formally received pertaining to the quality of service under the jurisdiction of the Commission.
(7) 
Review and propose appropriate action on all aspects of a community interest pertaining to the operation of the sanitary sewer system and water system to the Common Council as may be required.
(8) 
Promote area-wide coordination and liaison with the adjacent counties, cities, villages, townships, state, and federal government on matters of mutual concern under the jurisdiction of the Commission.
(9) 
Understand the interface and working relationship between the City sanitary sewer system and water system with other agencies as appropriate for the purposes of utilizing resources in an optimum manner.
(10) 
Review annually the rate/fee structure and recommend as appropriate rate/fee(s) to the Common Council to maintain the fiscal integrity of the systems.
(11) 
Make rules for its proceedings and Utility operation so long as they do not conflict with other City policies and procedures. Rules and regulations may be required under which the customers of the systems shall be served are subject to the approval of the Common Council.
(12) 
Propose rules, regulations, resolutions, or ordinances for the operation of the sanitary sewer system and water systems to the Common Council as may be appropriate or provided by law.
(13) 
Utilize Utility staff in the handling of all sanitary sewer and water operations in the City. In the event work involved causes conflicts with other City priorities, it shall be the responsibility of the City Administrator to determine the priorities.
(14) 
Work with the City Administrator in scheduling projects related to capital improvements adhering to the adopted capital improvement plan for the City Administrator to determine the priorities.
(15) 
Follow all directives of the Public Service Commission of Wisconsin as provided by law.
C. 
The Water and Wastewater Utilities operate as separate entities with one operating board.

The six citizen members shall be appointed by the Mayor, subject to confirmation by the Common Council, for staggered two-year terms, commencing May 1st of each year. If a vacancy occurs, the member shall be appointed by the Mayor, subject to confirmation by the Common Council, to complete the term.
B. 
Powers and duties. The Commission shall administer the operation of City parks and City recreation programs in accordance with Chapter 312, Parks and Recreation, of this Code. The Commission shall also make recommendations regarding the operation, management, rules, fees and complaints for the TAG Center that cannot be handled by TAG Center management. Those TAG Center items that are finance-related shall be directed to the Finance Committee, and those TAG Center items that are personnel-related shall be directed to the Personnel Committee.
C. 
Senior Center. In addition to the powers and duties set forth in Subsection B above, the Commission shall establish policies and procedures for the operation of the Senior Center; prepare an annual budget and submit the same to the City Treasurer-Comptroller no later than October 1 of each year; administer all bequests and money collected, donated and appropriated for the center; and shall, monthly, audit all claims and submit vouchers to the City Treasurer-Comptroller for payment.

Powers and duties. The Library Board shall have the powers and duties prescribed in § 43.58, Wis. Stats., and this Code.

A. 
Membership. The Sex Offender Residence Board shall consist of the Alderpersons of the City of Mayville and the Mayor. The Mayor shall preside at all meetings of the Board. The Mayor shall have no vote except in the case of a tie vote. A majority of Alderpersons shall constitute a quorum. All actions of the Board shall be determined by a majority vote.
B. 
Powers and duties. The Sex Offender Residence Board shall hear appeals. See Chapter 357, Sexual Offender Residency Restrictions, of this Code.[1]

Community Development Authority/Enhancements Committee is hereby created as:
A. 
Membership. The membership shall consist of seven members, appointed by the Mayor. One member shall be the Mayor, who shall preside as chairperson, one member shall be an Alderperson, and five members shall be citizen members. The Alderperson appointment shall be appointed annually by the Mayor at the annual organizational meeting. The five citizen members shall be appointed by the Mayor at the annual organizational meeting, subject to confirmation by the Common Council, for staggered three-year terms. If a vacancy occurs prior to the annual organizational meeting, the member shall be appointed by the Mayor, subject to confirmation by the Common Council, to complete the term.
B. 
Powers and duties. The Community Development Authority/Enhancements Committee shall have the powers and duties as prescribed in Wis. Stats. § 66.1335. The Community Development Authority/Enhancements Committee is authorized to transact business and exercise any and all powers granted to a Community Development Authority under the Housing and Community Development Authority laws, as amended from time to time, for the purposes of, but not limited to, the elimination or prevention of substandard, deteriorated, unsanitary, and blighted areas; the provision and retention of gainful employment opportunities for the citizens of the City; the provision of affordable housing in the City; an increase in the City's tax base; the stimulation of the flow of investment capital into the city with resultant beneficial effects upon the economy in the City; authorized also to act as the agent of the City in planning and carrying out community development programs and activities approved by the Common Council under the Federal Housing and Community Development Act of 1974; and as agent to perform all acts, except development of the general plan of the City, which may be otherwise performed by the Plan Commission under Wis. Stats. § 66.1105, § 66.1301 to § 66.1329, § 66.1331, or § 66.1337.
(1) 
The scope and duties shall include, but are not limited to:
(a) 
Public spaces. Develop and recommend plans for landscaping, public art, seasonal decorations, and other improvements in parks, rights-of-way, medians, and other public spaces.
(b) 
Community engagement. Encourage community participation in beautification efforts through volunteer initiatives, educational programs, and public awareness campaigns.
(c) 
Grants and funding. Seek and recommend funding opportunities, including grants and donations, to support beautification projects and initiatives.
(d) 
Standards and guidelines. Propose design standards and guidelines for public spaces, including signage, plantings, and decorative elements, to ensure consistency and high aesthetic standards.
(e) 
Collaborative projects. Partner with other committees, organizations, and city departments to coordinate beautification efforts and ensure alignment with broader municipal goals.
(f) 
Recognition programs. Establish programs to recognize outstanding contributions by individuals, businesses, or organizations to the beautification of the community.
(g) 
Environmental stewardship. Promote sustainable practices in beautification efforts, such as native planting, water conservation, and waste reduction.
C. 
Meetings. Meetings shall be held the fourth Wednesday of each month, or as otherwise scheduled upon proper notice when occasion demands.
