Any person or public corporation which installs, operates, or maintains a cable system in the county without obtaining a franchise from the board in accordance with this chapter, or anyone who taps into or otherwise obtains the services of a properly franchised cable operator, shall be subject to the monetary penalties in LCC § 1.20.020 and § 1.20.040.
