(1) 
The city traffic engineer is authorized to erect signs indicating no parking upon both sides of a street when the width of the improved roadway does not exceed 20 feet, or upon one side of a street as indicated by such signs when the width of the improved roadway is between 20 and 29 feet.
(2) 
When official signs prohibiting parking are erected upon narrow streets as authorized herein, no person shall park a vehicle upon any street in violation of any such sign.

(1) 
The city traffic engineer is authorized to determine and designate by proper signs places not exceeding 100 feet in length in which the stopping, standing or parking of vehicles would create an especially hazardous condition or would cause unusual delay to traffic.
(2) 
When official signs are erected at hazardous or congested places as authorized herein, no person shall stop, stand or park a vehicle in any such designated place.

The city manager, by and with the consent of the city council, is authorized to provide for the location of loading zones. The department of public works shall place and maintain appropriate signs indicating the same and stating the hours during which the loading zone restrictions contained in this chapter shall apply.

The city council, by resolution, is authorized to establish bus stops, bus stands, and taxicab stands on such public streets, in such places, and in such number as determined to be of the greatest benefit and convenience to the public, and every such bus stop, bus stand or taxicab stand shall be designated by appropriate signs.

The provisions of LMC § 11.44.100 through § 11.44.130 prohibiting the standing or parking of vehicles shall apply at all times or at those times herein specified or as indicated on official signs except when it is necessary to stop a vehicle to avoid conflict with other traffic or in compliance with the directions of a police officer or official traffic-control device.

The provisions of LMC § 11.44.100 through § 11.44.130 imposing a time limit on parking shall not relieve any person from the duty to observe other and more restrictive provisions prohibiting or limiting the stopping, standing or parking of vehicles in specified places or at specified times.

During the posted hours of operation, it is unlawful for any person to park a motor vehicle on the parking area adjacent to the library, which is reserved for library patrons, unless such person is attending a meeting or otherwise when using the services provided within the confines of the Longview Public Library building, or is an employee of such library. After-hours parking is allowed for civic and LCC special events. The minimum fine for such parking violation shall be the sum of $25.00.

(1) 
No person may stop, park or leave standing any vehicle, whether attended or unattended, upon the roadway.
(2) 
This section does not apply to the driver of any vehicle that is disabled in such a manner and to such an extent that it is impossible to avoid stopping and temporarily leaving the vehicle in such position. The driver shall nonetheless arrange for the prompt removal of the vehicle.
(3) 
This section does not apply to the driver of a public transit vehicle who temporarily stops the vehicle upon the roadway for the purpose of and while actually engaged in receiving or discharging passengers at a marked transit vehicle stop zone.
(4) 
For the purposes of this section, the term "roadway" means that portion of street, highway or public way improved, designed or ordinarily used for vehicular travel, exclusive of the sidewalk or shoulder even though such sidewalk or shoulder is used by persons riding bicycles.

In areas of the city designated in the zoning code as NC, GC, O/C, CBD and D-C, no person may stop, park or leave standing any vehicle, whether attended or unattended, in any alley open for use in the city except for the following purposes:
(1) 
The expeditious loading and unloading of goods, and then in no case shall the stop for loading or unloading exceed 30 minutes;
(2) 
The pick-up or discharge of passengers, and then in no case shall the stop for passenger pick-up or discharge exceed five minutes;
(3) 
The performance of construction or repair service to adjacent property, and then in no case shall the stop for the rendering of such service to adjacent property exceed one hour except upon necessity and with the written permission of the Longview police department.
Provided, however, that any person requiring more than the time specified herein may obtain, from the Longview police department, a permit for additional time for the purpose of loading or unloading goods or performing construction or repair service to adjacent property.
Any vehicle that is stopped, parked or left standing in any alley as provided herein shall not block passage in the alley for more than 30 minutes, and shall be promptly removed to accommodate emergency vehicles responding to an emergency call.

In addition to time limits otherwise set forth in this code, whether or not posted upon streets, publicly owned or controlled parking facilities, or other public property, it is unlawful to park any vehicle in one place upon a city street, a publicly owned or controlled parking facility, or other public property within the city limits of Longview for a time period exceeding 72 consecutive hours. The maximum fine for such parking violation shall be the sum of $35.00.

No person shall park any vehicle, including utility trailers, camping trailers, travel trailers, motor-homes, mobile homes, campers, boats or recreational vehicles, or automobiles, trucks or other vehicles upon a street, a publicly owned or controlled parking facility, or upon other public property within the city limits of Longview for the purpose of:
(1) 
Storing, repairing, or rehabilitating any inoperative vehicle, except repairs, necessitated by an emergency, which can be accomplished within a single 24-hour period.
(2) 
Habitation in a vehicle or occupying a vehicle for residential purposes.
The maximum fine for such parking violation shall be the sum of $35.00.

This chapter and Chapters 11.50, 11.56 and 11.62 LMC shall be enforced by city employees designated as parking control officers by the chief of police, or by police officers of the city. Such parking control officers and police officers are authorized to issue notices of parking infraction for violations of this chapter and of Chapters 11.50, 11.56 and 11.62 LMC. In the issuance of such notices of parking infraction, parking control officers shall be deemed to be law enforcement officers.

It is a violation of this title and a Class IV civil infraction for any person to erase chalk marks placed on tires of motor vehicles by police officers or parking enforcement officers of the city, which chalk marks are placed on tires to enforce the on-street and off-street parking provisions of this title, or to otherwise tamper with or interfere in the process employed by police officers or parking enforcement officers in enforcing the provisions of this title.
