At the first meeting of the new council in 1968 and biennially at the first meeting of each new council thereafter, the members thereof shall choose a chairman from among their number who shall have the title of mayor. In addition to the powers conferred upon him as mayor, he shall continue to have all the rights, privileges and immunities of a member of the council.

The mayor shall preside at meetings of the council, and be recognized as the head of the city for all ceremonial purposes and by the governor for purposes of military law. He shall have no regular administrative duties, but in time of public danger or emergency, if so authorized by the council, shall take command of the police, maintain law and enforce order.

Except for the duties set forth in this chapter, whenever throughout this code duties are imposed upon the mayor or powers granted to him, such powers and the duties shall henceforth be performed by and conferred upon the city manager notwithstanding any provisions of this code to the contrary; provided, however, the mayor shall continue to appoint, subject to confirmation by the council, the council auditing committee, disability board and city's representative to the Cowlitz-Wahkiakum County district board of health.

In addition to the salary to be paid to the mayor as a member of the city council, the mayor shall be paid such additional compensation as provided in Chapter 2.02 LMC.

At the first meeting, biennially from 2008, of each new council thereafter, the members thereof shall choose a mayor pro tempore from their members. The election of the mayor pro tempore shall be by a majority vote for a time period specified by the council. The mayor pro tempore shall serve in the absence or temporary disability of the mayor. If the mayor and elected mayor pro tempore are absent or temporarily disabled then the council may elect another from their members to serve as mayor pro tempore for a time period specified by the council.
