There is created and established a department in the city to be known as the department of human resources. The city manager shall appoint a qualified and suitable person to serve as director of such department, to serve at the pleasure of the city manager.

The director of human resources shall be responsible for matters involving personnel employed by the city, for labor relations involving employee bargaining organizations, and such other matters as shall be assigned by the city manager.
