(1)
The dates of primary and general city elections for all elected officials of the city, the terms of their respective offices and the dates of their assuming such offices shall be as fixed by the laws of the state applying to cities of the third class operating under the council-manager plan of government, including any future amendments, additions or changes thereto.

At the elections to be held in 1967 under the council-manager plan, all candidates for city councilmen shall be councilmen-at-large and shall file their declarations of candidacy for positions numbered 1 to 7, inclusive. The candidate receiving the highest number of votes for each position at the 1967 general election shall be declared elected as councilman for such position. Of those so elected, the candidates having the four highest number of votes shall each be deemed elected for a four-year term and the remaining three for a two-year term and until their successors are elected and qualified.
(3)
In subsequent elections, all councilmen shall be elected for four-year terms and until their successors are elected and qualified, and candidates for the positions to be filled, as aforesaid, shall run for such positions as councilmen-at-large.
