The city, being a part of Cowlitz County, state of Washington, is declared to be a part of the local organization for civil defense of Cowlitz County, Washington, which local organization is known as the Cowlitz County civil defense organization.

The annual contribution of the city to the Cowlitz County civil defense organization shall be as provided in the annual budget of the city.
