That fund designated as "Northwest Health Foundation private-purpose trust fund," as created by Ordinance 3120, is renamed the "Highlands Neighborhood Association private-purpose trust fund" into which all Highlands Neighborhood Association grant funds shall be deposited. All revenues accruing to said fund are for the benefit of the Highlands Neighborhood Association and are not to support city of Longview programs, as the city merely acts as a fiscal agent to the Highlands Neighborhood Association.

Checks, pursuant to RCW 35A.40.020, or warrants, may draw on said fund only as authorized by the rules, regulations, and requirements as specified in the fiscal agent agreement between the city of Longview and the Highlands Neighborhood Association, dated July 11, 2013, and any amendments thereto.
