There is created and established in the office of the city finance director a special fund to be designated as the "water fund." This fund shall be used for the payment of all claims for the distribution of potable water, including labor and materials.

The water fund created in this chapter shall be administered by the director of public works and the water department. The city shall keep such books, accounts, and records as are necessary to control and report the financial operation of the regional water fund.

Expenditures from such water fund shall be made by check, warrant, credit, debit, or electronic fund transfer (EFT) for the aforesaid purposes, as provided in the city's annual budget.
