There is created and established in the office of the city finance director a special fund to be designated as the "filter plant fund." This fund shall be used for the payment of all claims for the production of potable water, including labor and materials, in the operation of the regional water treatment plant as provided for in the intergovernmental agreement between the city of Longview and Beacon Hill Water and Sewer District of Cowlitz County, Washington.

The filter plant fund created in this chapter shall be administered by the director of public works and the water department. The city shall keep such books, accounts and records as are necessary to control and report the financial operation of the filter plant fund.

Expenditures from such filter plant fund shall be made by check, warrant, credit, debit, or electronic fund transfer (EFT) for the aforesaid purposes, as provided in the city's annual budget.
