There is created and established in the office of the city finance director a special fund to be designated as the "sewer fund." This fund shall be used for the payment of all claims for the collection of sewerage, including labor and materials, and in the city's portion of the operation of the Three Rivers Regional Wastewater Authority as provided for in the Three Rivers Regional Wastewater Authority joint municipal utility agreement between the city of Longview, city of Kelso, Beacon Hill Water and Sewer District, and Cowlitz County.

The sewer fund created in this chapter shall be administered by the director of public works and the sewer department. The city shall keep such books, accounts, and records as are necessary to control and report the financial operation of the sewer fund.

Expenditures from such sewer fund shall be made by check, warrant, credit, debit, or electronic fund transfer (EFT) for the aforesaid purposes, as provided in the city's annual budget.
