There is hereby created for the city of Longview a special revenue fund to be designated as "community development block grant entitlement fund" into which all community development block grant entitlement funds received from the Federal Department of Housing and Urban Development shall be deposited.

Checks, pursuant to RCW 35A.40.020, or warrants, may be drawn on said fund only as authorized by the rules, regulations, and requirements of the Federal Department of Housing and Urban Development.
