There is created for the city a special fund to be designated as "McClelland Art Center fund," into which all funds received from J. M. and Ruth P. McClelland, and other sources, for the purpose of paying the cost of construction of the McClelland Art Center shall be deposited.

Checks, pursuant to RCW 35A.40.020, or warrants may be drawn on said fund for the purpose of paying the costs of construction of the McClelland Art Center in Clearview Park in the city. After construction thereof is completed, any amounts still remaining in said fund may be used in finishing and furnishing the interior of the McClelland Art Center.
