There is created for the city a special fund to be designated as "federal revenue sharing fund," pursuant to Section 123(a)(1) of the State and Local Fiscal Assistance Act of 1972, into which all funds received from the Treasurer of the United States, pursuant to said State and Local Fiscal Assistance Act of 1972, shall be deposited.

Checks, pursuant to RCW 35A.40.020, or warrants may be drawn on said fund for only those "Priority Expenditures" as authorized in Section 103(a) of the State and Local Fiscal Assistance Act of 1972 (Title 1, Public Law 92-512).
