There is created for the city a special fund to be designated as "municipal golf course construction fund," into which all funds received from the federal government or the state of Washington or any branch, authority or division thereof, or from any other source, for the purpose of paying the cost of construction of a municipal golf course for the city, including all facilities and improvements used in connection therewith, shall be deposited, except for any such funds which constitute reimbursement of funds previously expended by the city for such purpose.

Checks, pursuant to RCW 35A.40.020, or warrants may be drawn on the fund for the aforesaid purpose, subject to any rules, regulations or requirements of any branch, authority or division of the federal or state government as to funds supplied by such branch, authority or division.
