There is created and established a "street light improvement revolving fund" in the office of the city treasurer, said fund to be so designated on the records of the city treasurer.

There is hereby appropriated from the current expense fund of the city the sum of $3,000 which shall be transferred to and deposited in the aforesaid revolving fund.

Expenditures from said revolving fund shall be made by city warrants upon presentation of properly authenticated claim vouchers for underground lighting facilities.
