(1)
There is created and established a cumulative reserve fund which shall be designated as "cumulative reserve fund for the payment of claims against the city arising in tort."

The moneys in said fund may be allowed to accumulate from year to year until the city council determines to expend the same for the purpose of paying claims against the city arising in tort; provided, that any moneys in said fund shall never be expended for any other purpose than that above specified, without an approving vote by a majority of the electors of the city at a general or special election voting on a proposal submitted to the electors to allow other specified uses to be made of said fund.
