There is created for the city a special fund to be designated "unemployment compensation fund," into which moneys shall be placed from time to time from available sources designated by the city council or provided for in the annual budget.

Checks, pursuant to RCW 35A.40.020, or warrants may be drawn on said fund for paying liabilities of the city for unemployment compensation benefits required by the state of Washington, and for such other related benefits as shall be appropriate.
