There is created for the city a special fund to be designated as "Literacy Project Read Title VI special revenue fund," into which all funds received from the United States Department of Education in connection with the grant of such funds shall be deposited.

Checks, pursuant to RCW 35A.40.020, or warrants may be drawn on said fund for only those expenditures authorized by the terms of the grant contract between the city and the United States Department of Education.
