There is hereby created for the city a special fund to be designated as "library grant special revenue fund," into which all funds received from the Washington State Library Commission, Library Services Technology Act, shall be deposited.

Checks, pursuant to RCW 35A.40.020, or warrants may be drawn on said fund for only those expenditures authorized by the terms of the grant contract between the city of Longview and the United States Office of Library Services.
