There is created and established in the office of the city finance director a special fund to be designated as the "stormwater fund." This fund shall be used for the payment of all claims for the city's stormwater utility drainage system.

The stormwater fund created in this chapter shall be administered by the director of public works and the stormwater department. The city shall keep such books, accounts, and records as are necessary to control and report the financial operation of the stormwater fund.

Expenditures from such stormwater fund shall be made by check, warrant, credit, debit, or electronic fund transfer (EFT) for the aforesaid purposes, as provided in the city's annual budget.
