When any area is annexed to the city all premises shall be required to connect to the city's water system. The connection shall be made upon approval of a connection permit and payment of fees in the amounts and in the manner required by this title.

After a payment is paid, the city engineer shall issue a permit for the construction of water line(s) from a connection with the public water main to the property line of the applicant at such point on the applicant's property line as the city engineer shall deem to be most practical. The applicant shall bear all costs for the connection.

When water mains have been installed by means of a local improvement district, and after which an adjacent property owner of property within the local improvement district desires an additional connection or connections to the water main, installation shall be permitted as described above. A permit shall be issued by the city engineer upon application and payment of applicable fees.
