Any building or portion thereof including any dwelling unit, guest room or suite of rooms, or the premises on/in which there exists any of the following listed conditions which are dangerous or injurious to the health or safety of the occupants or use of such dwelling, building, structure, or premises, the occupants of neighboring dwellings, or other residents of such municipality is a substandard building. Such conditions may include the following, without limitations including those conditions listed in RCW 35.80.010: defects therein increasing the hazards of fire or accident, inadequate sanitary facilities, dilapidation, disrepair, structural defects, uncleanliness, overcrowding, or inadequate drainage.
