For the statutory provision defining "dependent child," see RCW 13.04.010; for the provision providing that contributing to the delinquency of a child is a misdemeanor, see RCW 13.04.170; for provisions in general regarding dependent and delinquent children, see Chapter 13.04 RCW. For the statutory provisions regarding the same crime, see RCW 9.91.060, wherein leaving children unattended in a parked auto to enter a tavern is classified as a gross misdemeanor.
For the purpose of this chapter:
(1) 
"Dependent child"
means any child under the age of 18 years:
(a) 
Who has no home or any settled place of abode, or any proper guardianship, or any visible means of subsistence, or
(b) 
Who has no parents, guardian or other responsible person; or who has no parent or guardian willing to exercise, or capable of exercising, proper parental control, or
(c) 
Whose home by reason of neglect, cruelty or depravity of his parents, or either of them, or on the part of his guardian, or on the part of the person in whose custody or care he may be, or for any other reason, is an unfit place for such child, or
(d) 
Who frequents the company of reputed criminals, vagrants, or prostitutes, or
(e) 
Who is found living or being in any house of prostitution or assignation, or
(f) 
Who habitually visits any saloon, or place where spirituous, vinous, or malt liquors are consumed or sold, bartered, or given away, or
(g) 
Who is incorrigible; that is, who is beyond the control and power of his parents, guardian, or custodian by reason of the conduct or nature of said child, or
(h) 
Who is in danger of being brought up to lead an idle, dissolute or immoral life, or
(i) 
Who is an habitual truant, as defined in the school laws of the state, or
(j) 
Who uses intoxicating liquor as a beverage, or who uses opium, cocaine, morphine, heroin, or marijuana, or other similar drug, without the direction of a competent physician, or
(k) 
Who wanders about in the nighttime without being on any lawful business or occupation, or
(l) 
Who is grossly and willfully neglected as to medical care necessary for his well being;
(2) 
"Delinquent child"
means any child under the age of 18 years who violates any law of this state, or any ordinance of any town, city, or county of this state defining a crime or who has violated any federal law or law of another state defining a crime, and whose case has been referred to the juvenile court by any jurisdiction whatsoever.

In all cases where any child is dependent or delinquent under the terms of this chapter, the parent or parents, legal guardian or person having custody of such child, or any other person who by any act or omission encourages, causes or contributes to the dependency or delinquency of such child, is guilty of a violation of this chapter.
