A board of adjustment is established to be known as the "appeal board of adjustment." The word "board" when used herein means the appeal board of adjustment. The board shall consist of five members, all of whom shall serve without salary. The board members shall be appointed by the city manager and confirmed by the council. In case any vacancy shall occur in the membership of the board for any cause, the city manager shall fill such vacancy by making an appointment for the unexpired term of the member or members creating such vacancy, the appointment to be confirmed by the council. Members of the board who miss three consecutive meetings may be removed by the city manager and the vacancy filled as provided in this section. The initial membership shall consist of one member appointed for one year, one for two years, one for three years, one for four years and one for five years; and each appointment thereafter shall be for a five-year term.
