The municipal manager or his or her designee may allow the sale, service or consumption of alcoholic beverages on municipal property where the municipal manager or his or her designee finds such activity is of public benefit and is not inconsistent with the public health, safety and welfare.

Any person, group or organization may make written application to the municipal manager or his or her designee for permission to sell or serve alcoholic beverages in connection with lawful events or activities they propose to conduct on municipal property.

A. 
Applicants for permission to sell or serve alcoholic beverages on municipal property shall submit an application in writing to the municipal manager or his or her designee no later than ten working days before the activity or event for which application is made.
B. 
The application shall state:
1. 
The name and mailing address of the applicant;
2. 
The dates, places and times of the activity or event, including an estimate of the number of persons invited or expected to attend;
3. 
A brief description of the event or activity during which alcoholic beverages are to be sold or served, and the type of alcoholic beverages to be sold or served.

In reviewing any application made under these regulations, the municipal manager or his or her designee shall:
A. 
Require satisfactory proof from the applicant that the consumption of alcoholic beverages contemplated in the activity or event is allowed by, and will be conducted in accordance with, applicable state and local laws and regulations.
B. 
Require the applicant to save, hold harmless and indemnify the Municipality of Anchorage from all claims, damages, suits or other liabilities arising from injuries to persons or damage to property resulting from the sale or serving of alcoholic beverages on municipal property during the activity or event.

In approving any application made under these regulations, the municipal manager or his or her designee may:
A. 
Require the applicant to furnish a bond, insurance coverage or other security acceptable to the municipal risk manager sufficient to protect the municipality from all risks, claims, suits or liabilities arising from injuries to persons or damage to property, or the applicant's noncompliance with state, federal or local law, or private obligation in connection with permitted sale or serving of alcoholic beverages.
B. 
Require the applicant to submit a plan for police protection by private or public personnel during the activity or event acceptable to the chief of police, and agree to pay all costs incurred by the municipality in the provision of police protection and services to the activity or event as ordered by the chief of police.
C. 
Limit the sale or serving of alcoholic beverages to specified hours, dates or places, or impose such additional conditions on the sale or serving of alcoholic beverages reasonably necessary to ensure compliance with law or these regulations.
D. 
Require the applicant to submit and agree to abide by a plan acceptable to the municipal manager or his or her designee for cleaning and restoration of the facility to the conditions existing before the event or activity at which alcoholic beverages are sold or served.

Any sale, possession, serving or consumption of alcoholic beverages not in compliance with the permit issued under these regulations or with state law is prohibited and shall be cause for immediate revocation of that municipal permit and shall be deemed a violation of these regulations to which the penalties and remedies of Anchorage Municipal Code chapter 10.05 shall apply.

On commemorative or festive occasions designated by the mayor or municipal manager or his or her designee and not inconsistent with the mission of government, the municipal manager or his or her designee may permit the serving of alcoholic beverages on municipal property.

A fee of $25.00 will be assessed for each event day or time (if more than one event on a particular day) for all activities meeting one or more of the following conditions: alcoholic beverages will be sold, an admission fee will be charged, and/or the event is a fundraiser.
