In addition to those definitions set forth at Anchorage Municipal Code section 11.50.010 and incorporated by reference herein, the following definitions shall apply in these regulations:
"Dangerous cargo"
means any highly flammable, toxic or explosive material.
"Operator"
means any person, organization, corporation, entity, company, its agents, officers or employees using the petroleum dock at the Don Young Port of Alaska to transfer bulk petroleum to or from a vessel.
"Petroleum"
means any flammable or explosive bulk liquid.
"Petroleum dock"
means that portion of the port facility at the southern end of the municipal terminal which is used for the transfer of petroleum products between vessels and shore.
"Petroleum transfer"
means the movement of petroleum between a vessel and shore, a truck and vessel, or two vessels.

No person may at any time handle, transport, discharge, stow or maintain any dangerous cargo on any vessel within or at the Don Young Port of Alaska terminal except in accordance with federal, state and local law.

A. 
No operator may transfer petroleum at the port except under the supervision of personnel qualified to do so. The port director shall establish personnel qualifications, and each operator shall maintain a current list of its personnel who are so qualified with the port director.
B. 
No person may enter or remain on the dock unless he or she is lawfully engaged in a petroleum transfer operation or is accompanied by an operator.
C. 
An operator shall provide sufficient personnel to safely and expeditiously transfer petroleum to and from a vessel at the port. When an unmanned barge is engaged in petroleum transfer operations, at least one person currently licensed as a master, mate, pilot, engineer or tankerman shall be present at all times to supervise that transfer.
D. 
At all times during a petroleum transfer, an operator shall post personnel at the point where the hose connects to the dock headers for the purpose of operating the dock valves.

A. 
A vessel from or to which petroleum is being transferred shall post a warning in the form of a red flag in the daytime or a red electric light at nighttime in such a manner so as to be visible from all directions.
B. 
Before commencing any petroleum transfer, an operator shall place a warning signal at each point of access to the petroleum dock. Such signs shall state in letters no less than two inches in height that open lights and flames, smoking and visitors are prohibited on the petroleum dock.

A. 
The port director shall supply fire extinguishers which an operator shall obtain and place on the dock prior to the arrival at the port of a vessel carrying petroleum.
B. 
No person may smoke, operate an internal combustion engine or have open lights or fire within 250 feet of a vessel carrying, receiving or discharging dangerous cargo.
C. 
Any person who observes a dangerous or unsafe condition or defect in or damage to dock equipment or facilities shall report it immediately to the port director. The port director may suspend any petroleum transfer if he or she deems it necessary to ensure the safety of persons or property at the port.

A. 
No person may load, unload or otherwise handle any goods or freight in a manner which interferes with a petroleum transfer operation.
B. 
No petroleum shall be transferred unless an operable system of communications is established between the vessel and the facility receiving petroleum.
C. 
An operator shall provide heat as may be required to maintain the flow of petroleum between the vessel and the petroleum dock.
D. 
An operator shall clean all petroleum transfer lines, hoses and facilities immediately after its use thereof.
E. 
An operator shall not pump petroleum in excess of the manufacturer's rated capacity for any component of the petroleum transfer facility. The port director may require an operator to pump at a pressure less than the manufacturer's rated capacity if he or she deems it unsafe to do otherwise.
F. 
At the conclusion of a petroleum transfer operation, the valves on the facility from which the petroleum originated shall be closed before the valves in the receiving facility so as to minimize petroleum left in the hoses.
G. 
No person may transfer petroleum unless all lines are in good repair and without leaks. All pumping of petroleum shall cease immediately upon discovery of a leak, and the operator shall repair the leak and clean the area before pumping resumes.
H. 
An operator shall provide dry pans, buckets or other containers to catch petroleum which may escape during transfer operations. Upon completion of the transfer, the operator shall immediately clean any escaped petroleum and lawfully dispose of it outside the port.
I. 
An operator shall immediately remove all petroleum samples and sampling equipment used in connection with the transfer upon completing the transfer.
J. 
Immediately after completion of the transfer, an operator shall remove any of its equipment used to transfer petroleum.
