Building plan review will meet the following time constraints provided the plans and calculations are complete at the time of permit application:
A. 
Residential one-and two-family dwellings within ten working days. If the municipality has had completed plans in [its] possession for more than ten working days, the municipality, if requested, will issue a conditional work agreement allowing construction to begin. If a conditional work agreement is issued, the builder may proceed at his or her own risk pending completion of the plan review and permitting process. The builder shall be responsible for any changes which are necessary to comply with code provisions and the approved plans.
Exceptions:
1. 
Complex structures exceeding 3,000 square feet.
2. 
Structures located in Anchorage high hazard specialty seismic zones 4 and 5.
3. 
Proposed nonconventional construction or materials (log or pole structures, foam panel construction, geodesic structures, etc.).
B. 
Commercial projects not exceeding $5,000,000.00 or three stories in height within 21 working days (four weeks).
C. 
Commercial projects not exceeding $10,000,000.00 within 31 working days (six weeks).
Exception: Structures that exceed 75 feet in height and classed as high rise.
D. 
Major commercial projects exceeding $10,000,000.00 or high rise exceeding 75 feet in height will be reviewed within 41 working days (eight weeks) or within a reasonable amount of time to be negotiated based upon the complexity of the project.
E. 
The time constraints specified in subsections A through D of this section cover first time reviews but do not cover rechecks. Rechecks, if complete, will be reviewed in one-half the times shown in subsections A through D of this section.

Any agreements to proceed with the work prior to completion of the review process and issuance of the full permits will be on a conditional basis with the understanding that the owner/developer is proceeding at his or her own risk and the structure will conform with the codes before a certificate of occupancy will be issued.
