The following definitions shall apply herein:
"Department"
means the Anchorage Police Department.
"Facility"
means any developed or undeveloped land, building, classrooms, fixtures, indoor or outdoor weapons ranges, or equipment administered, operated or managed by the department.
"Police chief"
means the police chief of the department or a designee.

Use permit and revocable license fees for all or any portion of a facility shall be reviewed annually and modified by the police chief. Such use shall be allowed only for other federal, state, or local law enforcement or public safety agencies and only at the discretion of the police chief. Increased or newly established fees will be made available for public inspection and comment in conjunction with public hearings on the municipal operating budget in the fall of each year. A complete schedule of use permit and revocable license fees shall be available for inspection at the police chief's office. Fees may be waived by the police chief upon a finding it is in the public interest to do so.
