A. 
Regular meetings of the regulatory commission shall be held as required. Should the regulatory commission be unable to complete all of the agenda at a meeting, the agenda shall be continued to the following scheduled meeting.
B. 
Special meetings may be called by the chair or secretary, provided that at least 24 hours' notice of special meetings is given each member at his or her established business or residence. Special meetings shall be noticed on the municipal clerk's public notice board.
C. 
Regular meetings of the regulatory commission shall be held at a designated place. Notice of the meeting place and agenda shall be given to each member and advertised to the public at least seven days prior to the meeting.

A. 
All regular and special meetings of the regulatory commission shall be open to the public except as otherwise provided herein.
B. 
The regulatory commission may at any time go into executive session from which the general public may be excluded by a vote of the majority of the members taken at a public meeting. No subjects may be considered at the executive session except for those mentioned in the motion calling for an executive session unless directly related to the main question. No action may be taken at the executive session. Only the following subjects may be discussed at an executive session:
1. 
Matters, the immediate knowledge of which would have an adverse effect upon the finances of the municipal public utility;
2. 
Subjects which tend to prejudice the reputation and the character of any person, provided the person may request a public discussion; and
3. 
Matters which by law, Municipal Charter, or ordinance are required to be confidential.

A. 
A majority of the full membership of the regulatory commission shall constitute a quorum for the transaction of business.
B. 
Except as provided in subsection C of this section, action by the regulatory commission shall require the favorable vote of the majority of the participating members of the regulatory commission.
C. 
Action by the regulatory commission during a public hearing on rate changes shall require the favorable vote of at least four members of the regulatory commission.

Persons appearing before the regulatory commission may appear in person or through a personal representative or attorney. The representative shall provide satisfactory proof of his or her authority upon the request of the regulatory commission.

The agenda for each regular meeting of the regulatory commission shall be prepared by the secretary at the direction of the chair and shall be distributed to each member at least seven days prior to the meeting, except for special meetings.

A tape recording shall be made of all regular and special meetings, including executive sessions, and the secretary shall maintain the minutes of regular and special meetings conducted by the regulatory commission. The minutes shall include each decision of the regulatory commission, with findings made and the vote of each member of the regulatory commission for the respective decision. A copy of the minutes shall be signed by the secretary and submitted to the regulatory commission for approval at its next meeting.
