Whereas, approximately ninety percent of the Chelan County employees have contracted with the Washington Hospital Service Association for a health coverage plan, and the commissioners of Chelan County have approved the plan for the Chelan County Employees, therefore, be it resolved, that the auditor of Chelan County be required to make a payroll deduction for only one health plan.

Under the provisions of Chapter 57, Laws of 1965, Chelan County shall provide such hospitalization and medical aid to county elected officials and their dependents on the same basis as such hospitalization and medical aid is provided to other county employees and their dependents at the beginning of each new term after this date.

Chelan County shall provide, at the employer’s expense, employees’ premiums for hospital, medical, surgical, and group life insurance for all regular full time employees and provide the same coverage for salaried elected officials of Chelan County, effective date January 1, 1967. A regular full time employee is one working not less than one hundred twenty hours per month each month of the year.

The employer shall pay one-half of the employees’ premium for a regular employee who works at least seventy hours, but less than one hundred twenty hours per month, with the employee paying one-half of the premium by payroll deduction.

(a) 
The board of Chelan County commissioners or its designee is hereby authorized to execute the necessary documents to implement the self-funded employee medical insurance program for Chelan County, effective January 1, 2013.
(b) 
The board of Chelan County commissioners or its designee is hereby authorized to take necessary action to implement the self-insured employee medical insurance program for Chelan County and administer, manage, and operate same.
(c) 
The Chelan County treasurer shall establish and maintain a dedicated claim payment account for the exclusive use of the county’s self-insured medical program and associated banking fees.
(d) 
The auditor shall designate the current health insurance fund as the expense and reserve fund required for administration of the self-insurance dollars.

The county shall authorize payments of claims on a weekly basis, with such funds to be made available to the third party administrator through electronic funds transfer.
Such transfers shall be made by the Chelan County treasurer when authorized by the county administrator or her designee.
