Off-street parking and/or loading space, as outlined in this chapter, is required in all zoning districts within Chelan County except within the pedestrian-oriented commercial (CP) zoning district, where the parking space requirements of this title do not apply. The loading space requirements shall apply to the pedestrian-oriented commercial zoning district.

A scaled drawing, indicating how the parking and loading requirements of this chapter and the barrier-free parking facilities, Washington State amendments to the 1997 Uniform Building Code are to be fulfilled, shall be submitted with development and building permit applications. All traffic control devices such as parking stripes designating car stalls, directional arrows, signs, curbs, wheel stops, and other improvements shall be installed as shown on the approved plans and approved in conformance with the provisions in this chapter.

(1) 
All off-street parking and loading areas shall be graded and, before occupancy certification is issued, shall be surfaced to the following standards:
(A) 
Parking areas serving residential uses shall have durable and dustless surfaces suited to all-weather use.
(B) 
All parking and loading areas, except for those serving residential uses addressed in subsection (1)(A) of this section, shall be surfaced to standards for asphaltic concrete pavement (ACP), or pavers, porous concrete or other innovative techniques meeting the adopted standards, as approved by the county engineer, administrator, or stormwater engineer.
(C) 
Any required accessible parking, including those serving residential uses, shall be linked to an accessible route of travel on-site, and both shall be paved to standards for HMA or other surfacing as approved by the county engineer.
(2) 
All exterior lighting provided to illuminate off-street parking or loading areas must be directed and shielded to prevent illuminating surrounding residential uses.
(3) 
All parking for twenty cars or more, all impervious surfaces of five thousand square feet or more, including gravel parking areas, and any drainage that will discharge into any surface water body shall meet requirements of the Chelan County storm drainage standards and guidelines.
(4) 
Parking areas shall include landscaping per the requirements of Chapter 15.50, Landscape Standards.
(5) 
In residential districts, required off-street parking or loading areas may, at the administrator’s determination, be required to be located outside of the front yard setback area, if no other practical alternative exists.
(6) 
Parking and loading areas, for uses other than single- and two-family residential dwelling units, shall be designed to the following standards:
(A) 
Hard surfaced parking and loading areas shall use paint or similar devices to delineate parking stalls.
(B) 
Parking and loading areas shall be designed so that no backing movements or other maneuvering within a street other than an alley shall be required.
(C) 
Access lanes shall be designed to provide continuous, unrestricted vehicular movement, and shall connect to a public street or private roads that provide legal access to the site.
(D) 
Parking spaces shall be located no further than one thousand five hundred feet from the use they are serving.
(E) 
Wheel stops shall be provided where necessary to protect structures or landscaping and to prevent vehicles from encroaching onto any adjacent property, right-of-way or pedestrian routes.
(F) 
Area sufficient to accommodate snow storage without impacting the required amount of parking per this chapter shall be provided. Areas may include stormwater facilities, right-of-way or other similar features.

The required parking shall be based on the sum of the parking requirements of each individual use on the property. Where there is not conflict or overlap in the principal operating hours of uses located on the same property (such as a church and a daycare), the parking requirements shall be based on the use requiring the greater amount of parking spaces pursuant to Section 11.90.060.

(1) 
Loading berths shall be at least ten feet wide and fifty feet long.
(2) 
Loading space requirements are determined by the amount of gross floor area, or land area devoted to those uses requiring loading space as follows:
(A) 
All commercial and industrial uses and those public uses needing to accommodate loading or unloading of trucks, or other large vehicles, shall provide off-street loading berths outside of any required front yard in accordance with Table 11.90-1:

(1) 
Parking space shall be provided as shown in Table 11.90-3 for the land uses listed. The number of required parking spaces shall be rounded upward to the nearest whole number if the calculation results in a fractional space requirement of one-half space or more.
(2) 
When parking standards require ten or more parking spaces twenty-five percent of the spaces may be compact spaces and shall be marked “COMPACT ONLY.”

Off-street parking and loading requirements for uses that are not specifically listed in this chapter will be determined by the administrator based upon the requirements for the most comparable use specified in this chapter.

Any change in the use of any structure or parcel of land, that requires increased parking or loading requirements, as outlined in this chapter, shall be provided prior to such changes of use occurring.

Required parking and loading spaces and associated access and maneuvering aisles shall be maintained in good repair and in useable condition for the duration of the use.

The provision and maintenance of off-street parking and loading as outlined in this chapter are a continuing obligation of the property owner. No building or other permit shall be issued until the parking plans, as required by Section 11.90.020, are provided and approved. The subsequent use of property for which the permit is issued shall be conditioned upon the unqualified continuance and availability of the parking and loading facilities required by this title.
